An export director at a Thai processor selling frozen or processed seafood to US and EU importers. Product and species scope must be explicit on every item; applicability to one fishery never stands for all Thai seafood.
NOAA’s Thailand comparability report concludes that all Thailand exempt and export fisheries assessed are comparable in effectiveness to the US programme. The report is a country assessment, not a certificate for a particular processed shipment.
We watch catch-origin, fishery and traceability decisions, including the treatment of imported inputs processed in Thailand.
NOAA sets admissibility evidence for products sharing restricted trade codes
Imported raw fish processed in Thailand needs an origin and fishery check against US entry requirements; Thai processing alone does not settle that file.
Recommendation
If
you process seafood inputs from more than one harvest origin
Ask the US importer to match each input fishery and customs origin to the current NOAA requirements and identify any admissibility certificate needed.

before accepting the next US-bound raw-material lot
NOAA says admissible products sharing country-of-origin and HTS codes with prohibited fishery products need Certification of Admissibility evidence. The certificate identifies species, harvest method and location; the US importer validates and submits it.
The Commission’s CATCH contingency page lists the EU catch/re-export certificate template dated 19 March 2026. During system unavailability, templates can record information; the importer must enter it in CATCH and attach the contingency records after recovery.
WatchStanding context: EU CATCH digital certification began in January
For IUU-covered products, the importer’s digital submission depends on a consistent source document pack; this standing requirement belongs in the export handover.
Recommendation
If
your product falls within EU catch-certification scope
Confirm with the EU importer which catch and processing records your product needs and who will submit them.
The Commission announced that CATCH came into force on 10 January 2026 for importing fishery products covered by the IUU system, replacing the paper process with digital exchange between EU traders and authorities.
FDA distinguishes a proposed date extension from its enforcement pause
The federal enforcement pause changes the timetable, while importer handover needs can remain earlier; a claimed final extension would overstate the source.
Recommendation
If
your products are within the Food Traceability Rule’s scope
Confirm your buyer’s lot-record requirements and retain the traceability workplan, distinguishing contract dates from the federal enforcement pause.
FDA’s page, current as of 24 July 2026, says it proposed a traceability compliance-date extension to 20 July 2028 and that Congress directed it not to enforce before that date. It says FDA intends to comply with that direction.
Article 5(5) bars food-contact packaging at or above its PFAS limits from 12 August 2026: 25 ppb individually and 250 ppb summed by targeted analysis (both excluding polymers), and 50 ppm including polymers; paragraph 6 requires technical documentation.
BPA correction distinguishes first placement and fishery-pack transitions
Packaging used to preserve fishery products has a specific BPA transition; an EU buyer’s general July cutover request needs to be checked against your actual pack and use.
Recommendation
If
you use BPA-containing packs intended to preserve fishery products
Ask counsel and your packaging supplier whether the fishery-preservation exception covers your pack, and record first-placement and filling evidence.
The corrected Article 11 sets 20 July 2026 for general single-use BPA articles and 20 January 2028 for specified exceptions, including articles preserving fishery products. It refers to first placement, then permits filling and sealing for a further 12 months.
Plastic food-contact transition reaches 16 September
The plastics transition reaches your pack through the supplier’s specification and evidence; an old purchase date alone does not resolve the next EU shipment.
Recommendation
If
your EU-bound seafood uses plastic packs relying on transitional provisions
Ask your pack supplier and EU importer to confirm the applicable plastics specification and first-placement evidence for the next shipment.
Article 4 of Regulation 2025/351 permits qualifying old-rule plastic articles first placed on the market before 16 September 2026 to continue until stock exhaustion. It also specifies a declaration for certain non-compliant intermediate products placed after 16 December 2025.
The June PPWR guidance says pre-12-August production alone gives no PFAS stock-exhaustion transition; packaging already placed on the market before 12 August 2026 may remain. The notice describes a recommended testing approach, not a harmonised method.
Article 12(1) places the harmonised material-composition label at 12 August 2028 or 24 months after the relevant implementing acts enter into force, whichever is later. The general PPWR start does not make that label due in August 2026.
We watch official residue limits, inspection guidance, import alerts and published findings, with affected product/establishment scope.
